Finland as the reference market
Finland is the most mature laboratory for the European data economy. Sitra's Fair Data Economy Rulebook ships ready-made legal templates for data-sharing agreements, the Data Spaces Alliance Finland (DSAF) coordinates cross-industry adoption, and the DATASTEP programme gives Uusimaa SMEs hands-on access to Finnish and European testbeds before commercial launch.
